The Ukrainian NPPs Complex (Consolidated) Safety Upgrade Program was developed by SE "NNEGC "Energoatom" taking into account the recommendations of the joint project of the European Commission, the IAEA and Ukraine.
The Complex (Consolidated) Safety Upgrade Program was approved by the Order of the Cabinet of Ministers of Ukraine dated 07/12/2011 No. 1270, the completion of its implementation was planned before the end of 2017. By the Order of the Cabinet of Ministers of Ukraine dated 30/09/2015 No. 776, the implementation period of the Complex (Consolidated) Safety Upgrade Program was extended until 2020.
The purpose of the Complex (Consolidated) Safety Upgrade Program is to:
- improve the operational safety level of NPP Units and the reliability of their operation;
- reduce the risk of accidents at nuclear power plants during natural disasters or other extreme situations;
- improve the efficiency of managing design and beyond-the-design basis accidents at nuclear power plants, minimize their consequences.
The implementation of all the Complex (Consolidated) Safety Upgrade Program activities initially required about 1.4 billion euros.
Due to inflationary processes and changes in the manufacturers’ prices of industrial products and significant changes in the exchange rate, the Order of the Cabinet of Ministers of Ukraine dated 07/11/2018 No. 924 changed the approximate amount of funding for the program, and now it amounts to UAH 26 893 million (excluding value-added tax) of proprietary funds of the state enterprise “NNEGC “Energoatom”, as well as EUR 600 million of credit funds from the European Bank for Reconstruction and Development and Euratom.
The cost of the Complex (Consolidated) Safety Upgrade Program implementation is covered by the funds received by SE "NNEGC "Energoatom" from the sale of electric and thermal power generated by the nuclear power plants and/or other sources not prohibited by legislation, as well as funds provided by the European Bank for Reconstruction and Development and Euratom.
Financing of the Complex (Consolidated) Safety Upgrade Program through the budget is not supposed.
In order to provide partial funding for the implementation of the Complex (Consolidated) Safety Upgrade Program activities during 2010-2015, the work was carried out to attract funds from international financial organizations. The loan and guarantee agreements with the European Bank for Reconstruction and Development and Euratom amounting to a total of EUR 600 million were signed on March 25, 2013 and August 7, 2013, respectively. The loan is provided under state guarantees. Laws on ratification of guarantee and credit agreements with the European Bank for Reconstruction and Development and Euratom were adopted by the Verkhovna Rada of Ukraine on 15/05/2014 and entered into force on 01/06/2014. The Loan Agreement and the Guarantee Agreement with the European Bank for Reconstruction and Development entered into force on 19/12/2014, and with Euratom - on 28/05/2015.
The Complex (Consolidated) Safety Upgrade Program consists of more than 1 200 events (of which about 70% have been completed for the day), which are being implemented at the nuclear power plants in Ukraine. The implementation of the Complex (Consolidated) Safety Upgrade Program measures is aimed only at improving the safety of operating NPPs, and does not apply to construction, power increase.
