In order to implement the rights of citizens and their associations to participate in the deliberations and decision-making related to nuclear energy utilization, based on the principles of openness and accessibility of information about operation of the Zaporizhzhya nuclear power plant, on September 7, 2017 the Executive Committee of the Velikaya Znamenka village Council together with SE "Zaporizhzhya NPP" of SE "NNEGC "Energoatom" will hold a meeting of the Zaporizhzhya NPP specialists with the public of Velikaya Znamenka village in the format of public hearings to review the materials on safety substantiation for lifetime extension of the power unit No. 3 at Zaporizhzhya NPP.
The reason for the meetings with the public is completion of design lifetime of the ZNPP power unit No. 3 on 05.03.2017 and, in this connection, development of the Periodic Safety Reassessment Report for the power unit, the main document on the basis of which the State Nuclear Regulatory Inspectorate of Ukraine will make a decision on possibility of extending the lifetime of the power unit.
The National Nuclear Energy Generating Company “Energoatom” submitted a request and a set of documents for amending the license of EO No.000196 Series for the right to continue operation at the life cycle stage "Operation of Zaporizhzhya NPP nuclear facility" in connection with approaching the end of design lifetime of the power unit No. 3 at Zaporizhzhya NPP.
The tendency to extend lifetime of the power units has been adopted in many countries, which operate the nuclear power plants. The United Kingdom, Canada, Russia, the United States, France have already practical experience. Ukraine is also on this list. Currently, six Ukrainian power units are being operated in the post-design period on the basis of the licenses issued by the State Nuclear Regulatory Inspectorate of Ukraine.
In 2016 the Zaporizhzhya NPP entered a new, but long-awaited stage of development - the first two power units of the Zaporizhzhya NPP with the V-320 reactor facility are being successfully operated in a post-design lifetime period. On September 13, 2016, the State Nuclear Regulatory Inspectorate of Ukraine decided to extend lifetime for the ZNPP power unit No. 1 until December 23, 2025, and on October 3, 2016 – for the ZNPP power unit No. 2 until February 19, 2026. New modern equipment has been installed at the power units, innovative systems have been introduced and large-scale reconstruction and modernization have been carried out. All these activities guarantee reliable and safe operation.
The meeting of the Zaporizhzhya NPP specialists with the public of the Velikaya Znamenka village in the format of public hearings will be held on September 7, 2017 at 10:00 in the House of Culture "Znamensky", St. Kalinovaya, 109a, Velikaya Znamenka.
Information and technical support for the public hearings will be provided by the ZNPP specialists. The program of the event includes:
- presentation of materials on substantiation of safety for lifetime extension of the ZNPP power unit No. 3;
- answers to questions and comments from the hearings participants;
- collection of proposals, questions and comments received during the hearings.
