Public hearings concerning the ZNPP Unit 3 operation lifetime extension

The public hearings, organized by State Nuclear Regulatory Inspectorate of Ukraine (SNRIU) on issue related to the ZNPP Unit 3 operation lifetime extension, took part in Energodar, satellite-city of Zaporozhye NPP on October 24, 2017.

The representatives of SNRIU headed by SNRIU acting chairman Boris Stolyarchuk, the representatives of National Nuclear Energy Generating Company “Energoatom”, headed by president Yuriy Nedashkovskiy, chief specialists of SE “Zaporozhye NPP”, headed by general manager Aleksandr Ostapovets, the State Scientific and Technical Center for Nuclear and Radiation Safety experts, the representative of Association «Ukrainian Nuclear Forum», the representatives of city and village councils, public organizations and also the city residents of NPP monitoring area: Nikopol’, Kamenka-Dneprovskaya, Velikaya Belozerka, Velikaya Znamenka, Novodneprovka, Energodar and Zaporozhye took part in this hearings. Also representatives of regional mass media were the participants of the hearing. The total number of registered participants of the public hearing is 212 persons.

SNRIU acting chairman Boris Stolyarchuk, who opened the public hearings, thanked all the participants. He emphasized that the public hearings are conducted in accordance with Arhus Convention Terms regarding access and participation of citizens in the environmental issues. The public opinion is very important for SNRIU and it will be taken into account necessarily while taking the final decision on Unit 3 operation lifetime extension. “The units operation lifetime extension is a global practice. And Ukraine already has a successful experience: on Rivne NPP, South-Ukrainian NPP and Zaporozhye NPP the operating lifetime is extended on six power units. At ZNPP this practice is carried out in accordance with IAEA international standards and Western European regulating bodies”.

The president of NNEGC “Energoatom” Yuriy Nedashkovskiy noted in his report: «The issue of unit operation lifetime extension is rather difficult and it combines the range of engineering, scientific-technological and justifying activities and a great volume of modernization work, which is carried out on the basis of the world safety experience. Nuclear energy is a work for the State’ economy and it is identified as a key part of Ukrainian energy sector that will be remained in the current state and continue its development. The main target is to save the nuclear facilities depot in Ukraine”.

Aleksandr Ostapovets, general manager of Zaporozhye NPP, continued the speech: «The Zaporozhye NPP Unit 3 operation lifetime extension is a very serious and important point for us, it is the result of our thousands employees’ teamwork. Currently Zaporozhye NPP performed all the procedural activities on Unit 3 preparation for operation lifetime extension, stipulated by regulatory documentation. The activities on ageing management and assessment of elements technical condition; on equipment qualification and safety improvement are implemented in accordance with the licensing plan and preparation program for post-design operation terms for ZNPP Unit 3. The results of this implementation are included in the respective sections of the periodic safety review report, as input data for the assessment of the possible further safe unit operation”. To sum up the results, SNRIU acting chairman Boris Stolyarchuk stated that the public hearing would continue till November 01, 2017 on the official SNRIU web-site.

Note: ZNPP Unit 3 was commissioned on March 05, 1987. Currently there are 15 nuclear power units in operation in Ukraine, 6 of which belong to Zaporozhye NPP. The nuclear energy output produced by nuclear power plants made 56,5% of the total amount around the country in the 9 months of 2017. 40,7% from this output was generated by Zaporozye NPP. Thus Zaporozhye NPP is an energy basis of Ukraine and a fundamental element of energy security of the country.

The radiation background in the area of Zaporozye nuclear power plant location corresponds to the natural background and it is 8 - 12 mR/Hr as of October 25, 2017. The radioactive substances in the environment do not exceed specified limiting values.
